Ph.D. Michał Bilewicz from the Center for Research on Prejudice at the Faculty of Psychology of the University of Warsaw was appointed by the Prosecutor General to the Team of advisors for counteracting hate speech and crimes motivated by prejudice.
The main goals of the Team are:
- analysis of ways of responding to bias-motivated crimes by competent state authorities, including organizational units of the prosecutor’s office,
- indication of basic areas of lack of appropriate response, especially in the aspect of the applicable legal system, along with draft legislative changes,
- conducting an analysis of the jurisprudence of the Supreme Court and common courts related to the application of regulations regarding counteracting hate speech and crimes motivated by prejudice,
- conducting consultations with judges, prosecutors and representatives of other legal professions and social organizations in order to determine the most important problems related to the selection of appropriate tools to counteract hate speech and bias-motivated crimes,
- initiating research aimed at diagnosing phenomena contributing to the spread of hate speech and crimes motivated by prejudice.
The team will develop new guidelines and instructions to ensure the appropriate response of state authorities in connection with crimes of this type, with particular emphasis on the problem of hate speech on the Internet.
It will also prepare a set of good practices and recommendations on methods to counteract such behavior. Moreover, in cooperation with the National School of Judiciary and Public Prosecution, it will prepare training materials for judges and prosecutors on this issue.
